Subject: How large a town is Twin Peaks?

I can't make out the population sign.  I haven't taped it, so my vague
memory looks like it says 18000, but that seems way too large for the 
size of the police force.  8000 seems better.

Can one of the detail-oriented people out there confirm this for me?
