I may be totally off on this (imagine that in THIS series), but I would place the simple significance to the finger snapping of agent Cooper (along with the music in the background, and the idea that the killer could wait until the morning) as him wanting to get back into the dream. After all, he was making out with the beutiful Laura before she told him something (presumably the killers name).
