There were very distinct backward echoes in the speech.  That is, the
effect you get by taping sound, reversing it, adding an echo, and then
re-reversing it, so that the echo comes before the sound.  This would
also be compatible with performing in reverse, as has been suggested.
However, I think that a deliberately strange inflection and possibly
(as my friend Chris suggests) some pitch-bending would account for it,
and it would be a lot less work.
