He wants the land, Josie knows he is in cahouts with Catherine, and he needs an alibi (excuse). What better way to implicate Catherine in the burning of the Mill and screw up the hold she (Catherine) would have on him by telling Josie what "Catherine" was trying to do. I think he doesn't want to be Catherine's lover after he gets the land and this would be a good way to get rid of her.
