Waldo was shot by Leo.  He was happily talking to Cooper's voice-activated 
tape recorder when Leo shot him with a rifle from outside in his truck.
It was a pretty gnarly scene.  Feathers drifting, and Waldo's blood on
the doughnuts.  As for what happened to waldo after that, I can't say.
Maybe he'll turn up at the RR diner as a blue-plate special.
