If you'll remember, the police showed up, Andy took pictures of the body face-down, from all angles, and THEN they turned it over and found out who it was, at which point the doctor says "My God! It's Laura" or something to that effect, and the sheriff says something like "Laura Palmer." So it seems that Pete didn't know it was Laura Palmer, so he couldn't tell the sheriff, and the sheriff didn't know until they uncovered the face. -Kristy
