This is a very interesting theory.  I do not believe it is correct,
though.  Laura did not seem like the kind of girl who could not say no
to a man, in fact, she could probably kill a man if she wanted (I
agree with this part).  But killing Madeline would be too much work,
not efficient enough.  Man, she was strung out on cocaine, and would
probably kill herself first.

Now, if this were true, Agent Cooper shot her, at least.  As someone
posted earlier, I believe in the theory that Agent Cooper was able to
nail his assailant ( a dream come true).
