Lynch appears to use sound (or the lack of it) to frustrate the viewer and make him pay more attention. Yes, the giant's voice did fade in and out, in regular intervals, and in three volume states. He would be loud for about a second, normal for about a second, quiet for a second, normal, and loud again, until he stopped talking.
