This is the second time I've seen a suggestion along these lines. The first was the statement that "since Major Briggs is working on classified stuff, he must be able to see Cooper's FBI reports". This isn't how classification _works_, boys and girls. Regardless of the level of one's security clearance, access to specific information is still governed by the "need to know".
