On reviewing my tape, it looks like the syringe is empty, and the blue part is just the plastic hub of the needle. Look at it this way: if the blue part is *not* the hub of the needle, then where *is* the hub of the needle? (Needle hubs are frequently just that shade of blue plastic, by the way.) --puzzled, Fiona O.
