Lynch may have been paying hommage to the french director Franc,ois Truffaut, who played the part of a director in one of his movie, "La Nuit ame'ricaine", (Day by Night), 1973. In this movie, he played a hard-of-earing director, wearing a simillar device, but on his sleeve. I think this movie was nominated for an Oscar for best foreign picture. May even have won ...
