This reminds me of the Dreamachine, invented by Brion Gysin. This consists of a tube which is pierced by a pattern of holes. This tube spins around a light source and produced a strobing light effect which can supposedly cause visions. I have plans for this, but I still haven't managed to find a 78 rpm turntable to build it. Plans, and other assorted information are available from Thee Temple Ov Psychick Youth at T.O.P.Y. - U.S., P.O. Box 18223, Denver, CO 80218, U.S.A.
