Josie's in Hong Kong, so Truman takes off; Audrey's in Twin Peaks so Cooper stays put. There are other reasons; Truman finds it all just too weird, and needs to get away. The woods he grew up in seem very strange to him now. Cooper knows that Bob's probably nearby, and won't be eager to leave until he's tracked him down. And if Windom Earle is coming to Twin Peaks, then that's where Cooper will wait for him.
