[more stuff deleted] I noticed that too. But I think that's an anti-drug poster. The poster actually has a picture of hand-held sign with the phrase "Mom and Dad - I Use Drugs!". Underneath the picture of the sign, it says something like "Unfortunately, the signs of drug use aren't this obvious." I am paraphrasing, but the message is that parents should be on the lookout for drug use. It's very typical of the type of poster that one might expect to find in the offices of a law enforcement agency.
