By jove, I reviewed my tapes, and he's correct.  Leo *IS* wearing a mask.
This leads to some interesting conjectures.  Is Leo really WE now, are
has WE simply been introducing "pawns" into Twin Peaks, replacing real
people?  Is the 3-triangle symbol a brand?  This would imply that the Major
too has been taken over.  My best guess right now is that WE has some type
of powerful mental power, and has been influencing things since the beginning,
even from his prison.  I think this will really put a lot of things in 
context.
