Well, a friend of mine who works with Kyle's brother Kent said that
Craig works as a production assistant on the set of TP.

So perhaps the dead body is supposed to be a mannican (look-alike) of
Agent Cooper, and with the top of his head covered with a wig, Craig's
jaw line looks enough like Kyle's to pass.
