Notice that just before this line (according to the approximate synopsis that started this thread) he says: "Perhaps there are pieces of information of such importance that conspiracy does not justify their protection." I think he is realizing that he is privy to knowledge of such great importance to humanity that it may transcend his obligation as a government servant to keep it secret.
