Personally, I think this is one of those questions that will never be definitively answered in the show. I don't think it is a thread that will be picked up later on. I think Lynch/Frost intended for us to "get it" the first time, though I guess they screwed up and didn't make it clear enough. I think that it was Jonathan because he later knew that Josie cared about Harry, and would react to a threat against Harry. (I don't think Jonathan could just pick this up the way Cooper did.) Thus, Jonathan had a reason for spying on Josie, whereas Pete and Leo (other candidates for the "man at the window") didn't. Andrew might have a reason for spying on Josie, but he also could probably find out whatever he wanted to know about Josie from Catherine (unless he doesn't trust Catherine either ... hmmm). BTW, I think Andrew has been mentioned as a candidate before, though I don't have the article references. I think that line of speculation started as soon as Andrew appeared. Sorry. One upshot of this is that even though some questions are frequently asked and frequently answered, they may not be answered definitively. My FAQ list reflects my interpretation.
