Tom Neff makes some excellent points about how we could tell if there
were bias or inconsistency in the Nielsen ratings, and also about how
many millions of viewers it takes to make a hit show.  He also says:

I'm not sayin' you're wrong, Tom, because I surely don't know, but
how does this notion that almost every other show does better, jibe
with the item I quoted previously from the Viewers for Quality Tele-
vision--which was that "Twin Peaks" was the 17th most-watched show
in the period Jan. 7-20?  Is #17 not really very impressive?  Or is
that just a flukey statistic?  Or what?
