I mean, look at the name: ]Truman. True man! (The `Harry S.' business was just a red herring, ]to mislead us.) He is faced with a stark contrast between good and ]evil; he's the sheriff (`leader of the forces of good'), but he is ]really mixed up with Josie, whose life is about as twisted as they ]come (perhaps second only to Catherine's... but maybe not?). ] Actually, I think it is far more likely that the character is named after the man who owned the lodge on Mt. St. Helens. A little over ten years ago (May 18, 1980) the top blew off, and spirit lake(Hmm, spirit lake.) and the lodge were destroyed along with Mr. Truman. Agent Cooper is probably named after the famous Airline hijacker D.B. Cooper. There may be other examples of characters named after Pacific Northwest figures, but I can't think of any off hand. Note, I believe the above is right, but it has been ten years, and I may have mistaken names and places.
