I think we are meant to assume that it is a 'statement' written by Leo about
the events which led to his arrest. It's not out of the question that he would
be asked to write it out rather than dictate it and initial a transcription.
The TP sheriff's office seems to be somewhat ideosyncratic in its approach to
law enforcement :-)
