Conjecture: does the one armed man have any tie in here? Also, I now am assuming that Bob can find safe haven in the black lodge. But once he runs there he can only escape when the time is right. Or perhaps if the time is right for a long time. Can be out for weeks and needs to get back before the door closes (sort of like vampires and dawn)
