Someone has claimed that Lynch tinkers with other directors work, that is, creates the final cut, sometimes doing very little if he likes what has already been done. Under the circumstances, I can easily believe that he has decided to make some alterations in stuff that had already been virtually completed resulting in delays as the original poster suggested. Also, it is very common in the movie industry to recut 'completed' movies, even ones that have been released, if the people holding the purse strings don't like the reviews or box office.
