The problem is that they won't produce an EXPENSIVE ($1.3 mill per episode) show with low ratings because they can't get the advertising fees to pay for it. If ABC (or any other network -- maybe a cable channel?) can run TP produced by a "European station," they may not have to pay so much for the show (in the short run that is) and so may consider broadcasting it.
