I keep waiting for the moment when Cooper compares the Owl cave map with the map of Twin Peaks that's in the sheriffs office. I think that he will suddenly see the match between them. Differences might be due to the passage of time since the cave map was drawn - rivers can change course and the waterfall will keep moving back, cutting into the rock a bit more every year.
