Dick is supposed to be British, at least going by his variable accent, so for the Doc to have delivered him either he was born in TP, moved to Britain, and moved back at a later time, or the Doc. delivered him in Britain. Perhaps while he was there for another reason? Of course this all hinges on accepting Dick's accent as genuine, and not affected. Bob.
