I don't have today's (7/12) L.A. TIMES in front of me right now, but
it's in there:

Kyle MacLachlan has said he doesn't want to be Agent Cooper anymore.

Despite the fact that filming was scheduled to begin in August, with Lynch
directing and most of the rest of the cast returning for the movie, it looks
like the whole show is off.

Lynch/Frost officials said that the script relied heavily on Cooper. He was\
the star, and if Kyle won't do it, the whole thing is dead.

The tone of the article was rather final. It seems that TP may be over for
good.. or at least for a long, long time (see: star trek).
