As mentioned before, the closed captioning or the script (whichever)
said this was the "Voice of Windom Earle."  My own opinion is that poor
Windom thought he knew a bunch of things (including this) but he was
proven ignorant about all the ones that counted.  In short, just because
Windom thought he was in the Black Lodge doesn't mean he was.
