This explains everything, since Briggs and Earle have known each other for 20 (more?) years and Earle considers Briggs a major adversary. Earle's intent, I think, was to inform Briggs that he had succeeded in locating/entering the Black Lodge (which had been their goal with Project Blue Book) and that Briggs had better watch his ass because he was next on Earle's hit list.
