Maybe, as someone else posted once, maybe BOB is really after Cooper, that the murders are not for any other reason but to involve Cooper in the mess. Look: there is evil in the woods. Twin Peaks is one of those rare places where the lodges poke out into the real world, and the black lodge has been felt by the spiritually tuned of the town (which seems to be a high number). So, the good folk of the town form the BookHouse Boys to defend against the black lodge. Bob struggles against them, but is held in check. Knowing that good-guy Cooper would be welcomed into the BHB, perhaps BOB lures him there, waits until he is accepted, and then takes control of him. Now he is in on the BHB meetings and secret discussions.....eh? Perhaps that is why the series (and the story, really) ended on that note: BOB had won the first round, he had gotten what he wanted. The next phase is BOB trying to destroy all the resistance to himself while Cooper tries to break out. Just thoughts, replies welcome.. -Jeff Somers
