Maybe the place where all the lodge denizens come from is the human soul.  Perhaps they need fear and suffering (fuel) to possess (go to) the human soul.  The only reason Laura was not possessed by Bob is that she wasn't afraid of him.  Perhaps the waiting room is simply a place to wait until a soul becomes filled with fear and suffering so that it may be possessed.  That may explain why all these otherworlders are wandering around Twin Peaks, most of the population is good and friendly, thus creating a sh
